In Windows 98/Windows 2000 and newer versions applications cannot steal the focus from other
applications so they are blinking in the task bar. To simulate the behaviour of Windows 95/Windows NT 4
use the tool foregroundsettings.exe and set
FOREGROUNDLOCKTIMEOUT to 0 ms.
